Implementation at the Local Level
 
The Programme shall be implemented by the cities of Helsinki and Vantaa. The EU subvention will be paid directly to the two cities, which consequently distribute the moneys to applicants selected through a competitive application process.

A monitoring committee set up by the Council of State will evaluate and monitor the implementation of the Programme. The Committee will be chaired by a representative of the Ministry of the Interior. A management committee set up by the Ministry will issue an unanimous statement on the applicant projects prior to decisions made by the sponsors. The Management Committee will be alternately chaired by a representative of Helsinki and Vantaa.


 
Funding
 
The Programme is being financed by the EU European Regional development Fund, the cities of Helsinki and Vantaa and the Ministry of the Interior, the Ministry of Labour, the Ministry of Education, the Ministry of the Environment and the Ministry of Social Affairs and Health. The overall funding of Urban II for the term of 2001 - 2006 is 20,3 M€, of which the EU contribution is 5,3 M€, that of the cities 8,3 M€ and the State's share 6,7 M€.
